Graduate of IEP (Institut d'études politiques) Bordeaux (public services section), Masters in Public Law, advanced history studies, studies at the Centre d’études de l’Afrique noire (Black Africa studies centre).

Former civil servant in the central administration of the French Ministry of Economics and Finance, responsible for several public establishments in charge of major architecture and town planning operations, before becoming "Government services" Director of Expertise for Arthur Andersen International (world head office).

He has more than 35 years' experience in all fields of public law: domestic, European and international.

In parallel, since 1980, he has taught and done research on matters of legal and functional engineering dealing with the design and management of investment operations pertaining to the fields of civil engineering, infrastructure, construction and services, along with the processes of reforming public entities in France, Europe and internationally.

Honorary director of the "Bulletin des contrats et marchés publics" ("Public Contracts and Procurement Bulletin"), and former vice-president of the Open Commission for Public Law of the Bar of Paris, he is committed to a fresh approach to the laws concerning and the functioning of territorial and specialised public entities.

Graduate of the University of Law of Nantes (DEA degree in public law), he has been a lawyer at the Bar of Paris since 1997.

Former law firm associate at the Conseil d'Etat and the Cour de Cassation, and then working for a firm specialising in urban planning law, he has both decision-making experience in administrative litigation (public service and social welfare) and in-depth expertise on documents concerning town planning, operational town planning, commercial development and the environment, in all their dimensions with regard to domestic law and the law of the European Union.

He has authored many articles and works dealing with administrative litigation, published by Editions Dalloz ("Répertoire du contentieux administratif" ("Directory of administrative litigation") and "Pratique du contentieux administratif" ("Administrative litigation practice")).

He also provides training in all these matters to private organisations and the INSET network (territorial executives).

Bernard Cazin is a member of the Open Commission for Public Law of the Bar of Paris and of the Town Planning Law Subcommission.

In his capacity as expert, he supports the Government of Cambodia (EuroCham programme financed by the European Union) in adapting land-use planning law.

Before joining the Paris Bar (taking the oath on 17 December 2015), he had occupied multiple posts with local authorities, then with the Metropolitan Region of Compiègne as vice-director-general in charge of legal affairs and general administration.

He also has in-depth experience in the fields of finance, public procurement, human resources and matters relating to social welfare.

In parallel, he lectures on law and finance for local authorities at the Centre National de la Fonction Publique Territoriale (National Centre for Territorial Public Services) and the University of Technology of Compiègne.

Graduate of the Institut de Droit et d’Economie des Affaires of Jean Moulin Lyon 3 University, and with a Masters 2 in public business law, a University Diploma as public law attorney, and a University Diploma for European integration, Julien Marceau has been a lawyer at the Paris Bar since January

Winner of the Editions Francis Lefebvre tax law competition (2009 session), he has been in particular an intern for tax law at Cabinet Ratheaux, and for public law with Maître Denis Carbonnier, Lawyer on the Conseil d’Etat and the Cour de Cassation.

Julien Marceau came to Cabinet Buès & Associés first as an intern then as trainee lawyer student, subsequently to join the firm as associate in January 2015.

He now handles, under the responsibility of Maître Bernard Cazin, the processing of files concerning land-use development and town planning law, tax law for corporate entities, and electoral law.

He has also lectured at Jean Moulin Lyon 3 University and provides training on town planning and land-use development law at the Centre National de la Fonction Publique Territoriale (National Centre for Territorial Public Services).

• Aymard de La Ferté-Sénectère

With a Masters 1 in public business law and a Masters 2 in comparative European public law, along with a Masters 2 (professional) in public business law and a notarial clerk's diploma, Aymard de La Ferté-Sénectère has been a lawyer at the Paris Bar since 2011.

During his training at the EFB, he had internships at the firm Sartorio-Lonqueue-Sagalovitch et associés, the Richer firm and the firm Latournerie-Wolfrom et associés, specialising in public business law and town planning law.

As a senior associate he handles, under the responsibility of Maître Jacques Buès, the processing of files concerning public contract and territorial authorities law, public ownership law and general administrative and administrative responsibility law.

He also lectures at the Ecole Nationale des Ponts et Chaussées in the introductory course on public and private law.

Expert on the Public Affairs Committee of the Conseil de l’Ordre du Barreau de Paris on constitutional matters, Aymard is also secretary-general of the BAI (Bousculer – Animer – Innover) association and member of the Paris Bar Incubator.
