Graduate of IEP (Institut d'études politiques) Bordeaux (public services section), Masters in Public Law, advanced history studies, studies at the Centre d’études de l’Afrique noire (Black Africa studies centre).

Former civil servant in the central administration of the French Ministry of Economics and Finance, responsible for several public establishments in charge of major architecture and town planning operations, before becoming "Government services" Director of Expertise for Arthur Andersen International (world head office).

He has also practiced as a lawyer at the Brussels Bar, as a "Public Law" expert at the Council of Bars and Law Societies of Europe (CCBE) and as Dean of the College of Independent Experts "Public Procurement" at the European Commission and is Jurisconsult of the theatrical troupe of the Comédie-Française.

He has more than 40 years experience in all areas of public law: domestic, European and international.

In parallel, since 1980, he has taught and done research on matters of legal and functional engineering dealing with the design and management of investment operations pertaining to the fields of civil engineering, infrastructure, construction and services, along with the processes of reforming public entities in France, Europe and internationally.

Honorary director of the "Bulletin des contrats et marchés publics" ("Public Contracts and Procurement Bulletin"), and former copresident of the Open Commission for Public Law of the Bar of Paris, he is committed to a fresh approach to the laws concerning and the functioning of territorial and specialised public entities.

Philippe Traisnel

Graduate in public law from the University of Lille (DEA degree) and former territorial administrator.

Before joining the Paris Bar (taking the oath on 17 December 2015), he had occupied multiple posts with local authorities, then with the Metropolitan Region of Compiègne as vice-director-general in charge of legal affairs and general administration.

He also has in-depth experience in the fields of finance, public procurement, human resources and matters relating to social welfare.

In parallel, he lectures on law and finance for local authorities at the Centre National de la Fonction Publique Territoriale (National Centre for Territorial Public Services) and the University of Technology of Compiègne.

Aymard de La Ferté-Sénectère

Lawyer at the Paris Bar since 2011 and partner since the 1st of January2019, Aymard de la Ferte Sénectère advises Public Authorities, companies and private individuals in all areas of Public Law : public contracts, administrative law, law of local authorities and intercommunality, civil service law, administrative liability law and litigation before the administrative jurisdictions.

On this basis, he is Co-Director of the Commission of Public Law of the Paris Bar.

He also has a recognized practice in rural law and in hunting law.

Graduated of a Master 2 in Comparative European Public Law and a Master 2 in Public Business Law from the University Pantheon-Sorbonne and a Diploma of Notary Clerk, Aymard de la Ferte Sénectère joined the Cabinet Buès & Partners as an associate lawyer in 2012.

Since December 2020, he is a member of the Board of Directors of KERIALIS Prévoyance.

Alain Monod

A graduate of the Paris Institute of Political Studies, where he taught as a lecturer for several years, Alain Monod was an attorney at the Paris Bar from 1978 to 1984, then an attorney at the Conseil d'Etat and the Cour de Cassation from 1984 to 2019 into the Monod-Colin-Stoclet law firm.

In 2020, Alain Monod joined the law firm Buès et Associés, as a lawyer of Counsel, in order to provide his expertise in all areas of public law, particularly in urban planning and public procurement law.

In addition, he has been a Mayor from 2001 to 2008, which makes him a council attentive to issues affecting local authorities and their public institutions.

In this capacity, he is the usual adviser for an Overseas Region.

He has more than 35 years of experience before administrative courts, including the Conseil d'Etat, which gives him a unique experience that he offers to individuals, companies and public entities, both in terms of advice and litigation.

Finally, Alain Monod has provided his expertise on missions, for the European Union and french-speaking Africa.

He is an Officer of the Legion of Honor and Agricultural Merit.

He is also author of books as "The financing of electoral campaigns" (Berger Levrault- Local Administration - 2000), "Vauban ou la mauvaise conscience du Roi" (Riveneuve Editions), which was awarded the 2009 French Academy prize, and "Le réseau du Musée de l'Homme, une résistance pionnière 1940-1942" (Riveneuve Editions - 2015).

He is Vice-President of the Société des Amis du Musée de l'Homme (SAMH) and member of the Board of directors of France Terre D'Asile (FTDA).
